The response deadline for this solicitation is 14 September 2026 at 2:00 PM CST. A site visit will be offered (optional) on 1 September 2026 so vendors can ensure accurate measurements. Questions are due 3 September 2026 at 2:00 PM CST. All interested parties should contact Lauren Rodgers, lauren.rodgers.5@us.af.mil and Contracting Officer MSgt Kristoforus Wenas, kristoforus.wenas.1@us.af.mil to schedule site visit. This RFQ is being issued on SAM.gov as a small business set aside. Purchase is required to satisfy Youth Center seating- • The current bleachers were installed 25 years ago and have reached the end of their service life. Replacement is necessary to ensure continued safety, reliability for all Youth Center spectators. The vendor will provide MAXAM telescopic bleachers manufactured by Hussey Seating Company that will perform full installation of the system. The scope of work includes demolition and removal of the existing bleacher system. The new bleachers will be attached to the wall and designed to retract to extend maximum available floor space. System Classification • Brand & Model: Hussey Seating Company MAXAM Telescopic Series (or approved equivalent meeting identical dimensional and safety tolerances). • Design: Wall-attached, manually operated, multi-tier retractable spectator seating system designed specifically for indoor gymnasium environments. Physical Dimensions • Installed Length: Approximately 45 feet (45' total continuous length). • Fully Deployed Depth: Maximum 9 feet, 1 inch (9' 1") from the mounting wall. • Row Quantity & Spacing: 5 rows (tiers) of seating with a standard 22-inch to 24-inch row spacing to ensure adequate legroom and egress. Material & Construction • Understructure Frame: Heavy-duty, high-tensile structural steel shapes forming a rigid, self-supporting understructure, finished with a corrosion-resistant black powder coat. • Decks & Under-decking: Minimum 5/8-inch exterior-grade plywood panels with a durable, non-slip textured poly-wear surface overlay. • Seating Type: CourtSide collection contoured HDPE (High-Density Polyethylene) seats, 10-inch (254 mm) depth, featuring an anatomical curved design with a front "waterfall" edge to alleviate thigh pressure. Demolition & Site Prep • Complete demolition and removal of existing 25-year-old bleachers with zero damage to surrounding walls, gym floor, or utility lines. • 100% damage-free. Any accidental damage must be repaired/restored to original condition at contractor expense within 5 business days. • 100% Inspection by COR and Youth Center Facility Manager. Operational Method • Operation: Manual operation utilizing a high-efficiency pull-handle/draw-bar system. • Tracking: Must feature self-supporting first-row wheels and structural guide tracks to allow smooth, single-operator extension and retraction without binding. • Operational Training: Provide comprehensive, on-site operational and safety training to at least five (5) designated Youth Center staff members. Accessibility Compliance (ADA) • Wheelchair Spaces: Minimum of four (4) integrated, ADA-compliant wheelchair seating locations recovered within the footprint. • Companion Seating: Adjacent companion seating structurally integrated as required by the Americans with Disabilities Act (ADA) and the International Building Code (IBC). Safety & Egress Features • Aisle Handrails: Center-aisle, self-storing, or removable structural steel handrails with round profiles, finished in high-visibility safety colors. • End Rails (Guardrails): Full-height steel guardrails at both open ends of the bleacher system, meeting a minimum lateral load requirement of 50 lbs/ft at the top rail. • Locking Mechanisms: Automatic mechanical tier locks that securely lock each row in the fully extended position to prevent accidental retraction during occupancy. Structural Load Standards • Compliance: Must conform to IBC (International Building Code) and ICC 300 (Standard for Bleachers, Folding and Telescopic Seating, and Grandstands) load ratings. • Active Live Load: Minimum 120 lbs/sq ft active horizontal framework capacity. • Sway Load: 24 lbs/linear ft parallel to seats; 10 lbs/linear ft perpendicular to seats. Delivery/Services Required: The contractor shall be responsible for all freight and shipping costs to provide FOB Destination inside delivery to Tinker AFB, Oklahoma 73145. Delivery is required 60 days After Receipt of Order (ARO). Eligibility: The applicable NAICS Code for this requirement is 337127. The Product/Service Code (PSC) for this effort is 7195. This NAICS is the only applicable NAICS for this effort. To be considered for this award, contractor must have this NAICS on their profile. If it is not on contractor profile, request it to be added. In order to make a determination for a amall business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications and ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).
