Aug 19 2026 The purpose of this amendment is to publish responses to questions received regarding this solicitation and to clarify the scope of the requirement. Please refer to attachment M6740026Q0052 FY 26 TMDE Calibration Answers for details. All other terms and conditions of this solicitation remain unchanged. 1. Opportunity Overview The MCIPAC RCO is seeking a qualified contractor to provide off-site calibration services for Test, Measurement, and Diagnostic Equipment (TMDE). These services support the 3D Medical Logistics Company (3D MEDLOG) Biomedical Equipment Department (BIOMED) to ensure the precise operation, safety, and compliance of medical and dental equipment. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, management, labor, and other items necessary to perform scheduled periodic TMDE calibrations in accordance with Original Equipment Manufacturer (OEM) specifications, NIST standards, and other PWS-defined guidelines. 2. Scope of Work & Calibration Standards The TMDE calibration requirements are categorized into two tiers: Tier 1 (Standard NIST-Traceable Calibration): Calibration utilizing standards traceable to the National Institute of Standards and Technology (NIST) or other recognized national/international standards, performed at the contractor's or subcontractor’s accredited laboratory. Tier 2 (OEM-Authorized Calibration & Proprietary Software Integration): Calibration requiring direct submission to the OEM or an OEM-certified service center, including proprietary software/firmware updates and specialized sensor alignments utilizing OEM-controlled software and diagnostic equipment. 3. Place of Performance & Shipping Logistics Location: Services will be performed off-site at the contractor's facility. Shipping Responsibility: The contractor bears full responsibility for all associated shipping costs under a Firm-Fixed-Price agreement, including outbound and inbound shipping, handling, prepaid shipping labels, sufficient insurance, and delivery documentation. Return Shipment Locations: Attachment 1 Equipment: Shipped to 3D MEDLOG, Bldg 502, Camp Kinser, Okinawa, Japan. Attachment 2 Equipment: Shipped to CLC33, Kaneohe Bay, Hawaii. 4. Performance Timeline & Deliverables Calibration Frequency: The contractor shall perform two (2) off-site calibration cycles per year. Initial Service: Completed within sixty (60) days of contract award. Final Service: Conducted six (6) months after the completion of the initial service (to prevent overall equipment downtime). Turnaround Time: All TMDE must be calibrated and returned to their designated facility within sixty (60) days of receipt at the contractor's facility. Key Deliverables: Weekly progress and status updates on all TMDE. Field Service Report (FSR) or Calibration Completion Certificate (along with physical calibration stickers/labels applied to the units) within three (3) business days of completion. A comprehensive end-of-service calibration status report within seven (7) business days of equipment return. 5. Period of Performance The contract is planned for one (1) 12-month Base Year and three (3) 12-month option years: Base Year: 30 September 2026 to 29 September 2027 Option Year I: 30 September 2027 to 29 September 2028 Option Year II: 30 September 2028 to 29 September 2029 Option Year III: 30 September 2029 to 29 September 2030 6. Past Performance Information In addition to the technical quote, the contractor shall provide relevant past performance information for efforts performed within the last three (3) years that demonstrate experience performing requirements of a similar scope and complexity. Past performance submissions must include the contract number, customer name, period of performance, a brief description of the services provided, and current customer Point of Contact (POC) information. Past performance documents shall not exceed three (3) pages in length. 7.
