Statement of work, as posted

The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) hereby publicizes its intent to award a sole-source, bilateral modification to extend recurring work and the ordering period of the Indefinite Delivery Indefinite Quantity (IDIQ) Hybrid Contract N62478-21-D-2405. The proposed modification will extend the contract's recurring work and ordering period for an additional five and a half (5.5) months, from September 16, 2026, through February 28, 2027. This extension is a temporary bridge action to ensure the uninterrupted continuity of critical installation support and equipment maintenance services on Oahu, Hawaii, pending the award of a competitive follow-on contract. This notice of intent is NOT a request for competitive proposals. A solicitation package will not be issued. However, in accordance with FAR 5.207(c)(16), the Government will consider capability statements received within fifteen (15) days of this posting. Interested sources may submit a capability statement demonstrating their ability to perform this short-term requirement with zero service interruption. Capabilities must document: Active OEM certifications for autoclaves, high-pressure air compressors, and liquid nitrogen generators. Existing personnel with active security clearances/credentials for immediate access to Joint Base Pearl Harbor-Hickam. A mobilization plan demonstrating full performance capability on Day One (September 16, 2026) with zero transition timeline or gap in service. Information received will be evaluated solely to determine whether to conduct a competitive procurement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Capability statements must be submitted electronically to the Contracting Officer and Contract Specialist listed below no later than the response date of this notice. The contractor shall continue to furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform equipment operations, maintenance, alteration, inspection, testing, and installation services for critical Navy systems at JBPHH and other Oahu locations. Critical systems include: Autoclaves and Sterilizers Boilers and Unfired Pressure Vessels (UPVs) Boiler Water Testing and Treatment Capstans and Truss Brows with Electric Winches High-Pressure and Low-Pressure Air Compressor Systems (HPAC/LPAC) Wastewater Instrumentation and Treatment Systems Liquid Nitrogen Storage Facilities and Generators Vehicle Wash and Service Racks All services must be performed by technical personnel who are trained and certified by the Original Equipment Manufacturer (OEM).
