Statement of work, as posted

Marine Forces Special Operations Command, (MARSOC), Marine Raider Center (MRC), Camp Lejeune, NC has a requirement to repair/fill cracks and seal approximately 130,000 square feet of parking lot at RR450 parking lots. The general scope of work includes cleaning, filling, smoothing, and sealing both parking lots around RR450. The following Objectives are provided: 1. Mandatory Site Visit and Base Access Requirements A mandatory site visit will be conducted on 27 August at 0900 EST at the Building RR450 parking lot, Stone Bay, MCB Camp Lejeune, NC. Mandatory Attendance: Attendance at this site visit is mandatory. Only those vendors who attend the site visit in its entirety will be eligible to submit quotes in response to this solicitation. Quotes received from vendors who did not attend the site visit will be rejected without evaluation. Base Access Request Deadline: To gain access to the MARFORSOC compound at Stone Bay, contractor personnel must be vetted. Vendors must submit their base access request documentation to the Contracting Officer (Samuel Williams) and the Contract Specialist via email no later than 24 August. Access Request Content: The access request must be submitted on the visiting company's official stationery, signed by a company authority, and contain the following information for each attendee (limit of 2 attendees per company): Full Legal Name (Last, First, Middle) Date of Birth Place of Birth Citizenship Driver's License Number and State of Issuance 2. Proposal Submission Instructions Eligible offerors (who attended the mandatory site visit) shall submit their proposals via email to the Contracting Office. Proposals must be submitted in three (3) separate and distinct volumes as outlined below. Page limits must be strictly adhered to; any pages exceeding the limit will not be evaluated. Volume Title Page Limit Submission Requirements Volume I Technical Capability 6 Pages Max Technical Approach, Equipment List, Personnel Overview, and Draft Construction Phasing Plan. Volume II Past Performance 2 Pages Max Up to three (3) Past Performance References of similar scope and complexity. Volume III Price No Limit Completed SF 1449 Schedule of Supplies/Services, Price Breakdown, and Representations & Certifications. 3. Volume Content Requirements A. Volume I: Technical Capability The Technical Volume must clearly demonstrate the offeror's capability to perform the requirements set forth in the Statement of Work (SOW). Boilerplate or repeating the SOW language without detail is unacceptable. The volume must include: Technical Approach: A detailed narrative describing how the offeror will execute SOW Objectives #1 through #6, specifically outlining the crack cleaning process, crack-filling application (Objective #2), seal coat application and mixing ratio (Objective #3), restriping and stenciling (Objective #4), parking block replacement and installation (Objective #5), and the handicap sign post installations (Objective #6). Draft Construction Phasing Plan: A draft plan showing how the offeror will execute the work while maintaining at least fifty percent (50%) parking capacity operational continuity at Building RR450 at all times. The plan must include a tentative Gantt chart schedule within the 120-day Period of Performance and explain how emergency vehicle access will be guaranteed. Security and Base Access Compliance: A brief statement acknowledging and demonstrating a plan to comply with Camp Lejeune base access regulations (NCIC checks) and coordinating with MARSOC-provided escorts. B. Volume II: Past Performance Offerors shall submit up to three (3) past performance references for federal, state, local, or commercial contracts executed within the past three (3) years that are similar in scope and complexity to the RR450 requirement (e.g., parking lot sealing, crack filling, and striping requirements exceeding 50,000 sq ft). Each reference must include: Contract Number, Customer Name, and Point of Contact (Email and Phone). Period of Performance and Total Contract Dollar Value. A brief description of the work performed, highlighting similarities to the RR450 scope of work, specifically mentioning the total square footage treated and whether phasing or escort requirements were managed. Note: Offerors may submit standard reference letters in lieu of, or in addition to, the contact list. C. Volume III: Price The offeror shall submit a fully completed SF 1449 schedule with firm-fixed-prices (FFP) for the single, lump-sum CLIN (0001). The offeror must also submit a supporting price breakdown detailing direct material costs, direct labor costs (complying with Davis-Bacon Wage Determination No. NC20260090), mobilization, project management/overhead, and bond costs.
