Statement of work, as posted

This announcement constitutes a Notice of Proposed Contract Action. The office of AFLCMC/WIKA intends to award a contract for the development, modernization, retrofit, and sustainment activities of the RQ-4 Global Hawk system directly supporting the United States Government. Requirements include program management, engineering and onsite support, hardware/software upgrades and sustainment, site modifications, contract field service support, configuration management, logistics, technical analysis and studies, training development and administration, security compliance and test and integration activities. This is a Top Secret/Sensitive Compartmented Information (TS/SCI) Program and requires some personnel to either possess a TS/SCI clearance or else to maintain eligibility during the adjudicated process for TS/SCI clearance. The Government does not have access to the data that constitutes the RQ-4 Global Hawk, including associated software products. Technical data will not be provided to any Contractor as Government Furnished Information Property (GFI/GFP). This acquisition will be issued sole source to Northrop Grumman Systems Corporation / Northrop Grumman Aeronautics Systems (CAGE: 78022). The proposed period of performance is 01 January 2028 – 30 June 2033 (a one (1) year base period, four (4) one-year ordering periods, and an option to extend up to six (6) months). The authority for this requirement is 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Electronic procedures will be used for this solicitation. Request a copy of the solicitation from the following website: Sam.Gov. Approximate issue date of the solicitation is 11 September 2026. Approximate response date of the proposal is 08 February 2027. In accordance with AFI 16-201 for this contracting action, the participation of a foreign contractor is not permitted.
