The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to issue a Sole Source, Fixed Price contract to Waygate Technologies, USA, LP (CAGE 025B7) for the tear down, test, evaluation, and repair of repair of eight (8) Defect Measurement Video Borescopes, 4MM, Part Number XLGOB3920M-N, NSN 6650-01-586-0426, for the Royal Australian Navy (RAN). The Defect Measurement Video Borescope, 4MM, provides the means to conduct non-destructive aircraft engine/airframe inspection. This effort is in support of the MH-60R Royal Australian Navy Foreign Military Sales program. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" for this action. Waygate Technologies is the sole developer, designer and manufacturer of the Defect Measurement Video Borescopes and is the only source with the requisite knowledge, technical expertise and data to support the repair of this item. The Government does not have the technical data to obtain these repairs from an alternate source. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
