Statement of work, as posted

The 180th Fighter Wing is issuing a Request for Quotes to award a single firm fixed-price contract for commercial construction services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, and supervision necessary for roof repairs on buildings 101 and 136, located at the 180th Fighter Wing (FW), Swanton, Ohio Air National Guard Base. This project includes a Brand Name requirement for the fire panel (Monaco) and the justification is attached to this posting. Objective is Phase 1 – Design & Demolition: Provide a complete, stamped Fire Protection System design from a NICET certified designer. Demo the existing Simplex Panel, carefully labeling all inputs and outputs for transfer to the new system. Demo the existing Monaco M-2 Panel, carefully labeling all inputs and outputs. Demo the existing Monaco BT2-8, antenna, and lightning arrestor. Phase 2 – FACP Installation and Upgrade: Install a new Monaco MAPP X panel, complete with all necessary expansion cards and devices to accommodate all existing and new equipment. Install a new NFPA-compliant battery backup system and cabinet. Install a new antenna and lightning arrestor system for the new panel. Replace approximately 90 existing smoke detectors with new, compatible models. Replace approximately 12 existing heat detectors. Replace approximately 4 existing duct detectors. Replace approximately 18 existing pull stations. Replace approximately 22 existing horn strobes. Install all new copper wiring as required to connect all devices to the new FACP. Fully program the new FACP to manage all connected initiating and notification devices. Perform a complete 100% functional and acceptance test of the entire system in accordance with NFPA and UFC standards, to be witnessed by the COR and Base Fire Department. In accordance with the attached Performance Work Statement. The contract duration will be 90 days after award. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238210, with a size standard of $19,000,000.00. The magnitude is between $25,000 and $100,000. Alternative payment protections apply under clause 52.228-13. The contractor shall submit one of the following payment protections: An irrevocable letter of credit (ILC), A tripartite escrow agreement, Certificates of deposit, or a payment bond. The amount of the payment protection shall be 100 percent of the contract price. The submission of the payment protection is required within 10 days of contract award. The payment protection shall provide protection for the full contract performance period plus a one-year period. Except for escrow agreements and payment bonds, which provide their own protection procedures, the Contracting Officer is authorized to access funds under the payment protection when it has been alleged in writing by a supplier of labor or material that a nonpayment has occurred, and to withhold such funds pending resolution by administrative or judicial proceedings or mutual agreement of the parties. When a tripartite escrow agreement is used, the Contractor shall utilize only suppliers of labor and material that signed the escrow agreement. An optional site visit will be held on Wednesday August 26th, 9am local time, at the 180th Fighter Wing 2660 S Eber Rd, Swanton, Ohio 43558. Interested parties are required to RSVP to 180.fw.contracting@us.af.mil with the number of visitors attending, names, and company information by Tusday August 25th, 4pm local time. REAL ID drivers license is required for access to the installation, those without compliant identification will not be allowed on base.
