The 419th Contracting Support Brigade, Fort Bragg, North Carolina, hereby issues this Notice of Intent to Award a Sole Source contract to Intelligent Devices, LLC for the procurement of a Temporary Sensitive Compartmented Information Facility (T?SCIF) capability for United States Army Central (USARCENT) G2, in accordance with the attached Salient Characteristics. 1. Brief Description of Requirement USARCENT G2 has an enduring operational requirement to provide an expeditionary Top Secret (TS) communications capability in support of the USARCENT Commanding General (CG). The technical TS communications capability is currently provided by the 513th Military Intelligence Brigade (Theater) [513th MIB(T)] Deployable Intelligence Support Element (DISE). To securely employ this capability, a T?SCIF is required. The Government has identified a Radio Frequency (RF) shielded tent with integrated noise?masking equipment as the solution that satisfies the stringent TEMPEST and RF mitigation requirements for TS/SCI operations in austere and expeditionary environments. This solution is required due to its: Compliance with applicable TEMPEST and RF shielding standards for TS/SCI operations Small form factor and ease of transport, setup, and teardown Suitability for repeated deployment in expeditionary and contingency environments Additional technical, performance, and interface requirements are provided in the attached Salient Characteristics, which form an integral part of this notice. 2. Period and Place of Performance Required Delivery Date: No later than 60 calendar days after contract award. Place of Performance / Delivery Location: Shaw Air Force Base, South Carolina (Shaw AFB, SC). Specific delivery instructions, points of contact, and access requirements will be provided at time of award. 3. Anticipated Contract Information Type of Contract: Firm?Fixed Price (FFP) Acquisition Procedures: Revolutionary FAR Overhaul (RFO) Part 12, Acquisition of Commercial Products and Commercial Services Authority: Sole source procurement under RFO 6.103?1 North American Industry Classification System (NAICS) Code: 334310 – Audio and Video Equipment Manufacturing No formal written solicitation will be issued. This notice is not a request for competitive proposals. It is published in accordance with applicable regulations to notify industry of the Government’s intent to award a sole source contract and to determine if any other sources can meet the Government’s requirements as specified in the attached Salient Characteristics. 4. Vendor Registration and Invoicing Requirements Prospective contractors must: Be registered and active in the Department of Defense System for Award Management (SAM) prior to award. Registration/updates: https://www.sam.gov Be able to submit electronic invoices via the Wide Area Workflow (WAWF) system. Registration/updates: https://wawf.eb.mil Failure to maintain an active SAM registration or WAWF capability may render a contractor ineligible for award. 5. Capability Statements and Responses from Other Sources Interested parties that believe they are fully capable of meeting this requirement in accordance with the attached Salient Characteristics may submit a capability statement. Responses must include, at a minimum, the following information: a. Technical Capability: A narrative describing your company’s current capability to meet or exceed each of the Government’s required Salient Characteristics, including relevant technical data, product literature, and any certifications (e.g., TEMPEST, RF shielding, or related standards) demonstrating compliance. Description of experience providing similar T?SCIF, RF?shielded structures, or secure TS/SCI facilities in expeditionary/austere environments, including contract numbers and points of contact for recent, relevant contracts, if available. b. Important Notes This notice is issued for market research and sole source justification purposes only and does not constitute a solicitation or a commitment by the Government to award a contract. The Government is not obligated to and will not pay for any information submitted in response to this notice; all costs associated with responding are solely at the respondent’s expense.
