NOTICE OF INTENT The National Institutes of Health (NIH), National Cancer Institute, intends to solicit and negotiate with Illumina, Inc. on a sole-source basis for preventive maintenance services for one (1) Government-owned Illumina NovaSeq 6000 sequencing system, Serial Number A01064. The Government anticipates awarding a firm-fixed-price contract for the required commercial services. The anticipated contract will be awarded pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government has determined that the required services are available from only one responsible source and that no other type of services will satisfy the Government's requirements. DESCRIPTION OF REQUIREMENT The National Institutes of Health requires maintenance and preventive maintenance services for the following Government-owned equipment: Manufacturer: Illumina, Inc. Equipment: NovaSeq 6000 Serial Number: A01064 Quantity: One (1) The Contractor shall provide all necessary labor, technical expertise, materials, tools, equipment, and other resources necessary to maintain the equipment in proper operating condition. The required services are anticipated to include, but are not limited to: • Preventive maintenance in accordance with the manufacturer's recommended maintenance procedures; • Inspection, cleaning, testing, calibration, and adjustment of applicable system components; • Corrective maintenance and repair services; • Troubleshooting and diagnostic services; • Replacement of applicable failed or worn components; • Manufacturer-authorized replacement parts, as applicable; • Technical support; • Software and system configuration support associated with the NovaSeq 6000; • Performance verification following maintenance or repair; and • Documentation of maintenance and service activities. The Contractor shall perform maintenance services in accordance with applicable manufacturer specifications, technical requirements, and service procedures. SOLE-SOURCE BASIS The Government requires maintenance and technical support for an existing Illumina NovaSeq 6000 sequencing system, Serial Number A01064. The NovaSeq 6000 is a specialized sequencing platform manufactured by Illumina, Inc. The required maintenance and technical support are specific to the Government's existing system and require specialized technical knowledge and expertise associated with the equipment. The required services may include manufacturer-specific diagnostic procedures, proprietary software and configuration support, specialized service tools, manufacturer-authorized replacement parts, and technical procedures necessary to maintain and restore the system to proper operating condition. The Government's requirement is for continued maintenance of the existing NovaSeq 6000 rather than acquisition of a replacement sequencing system. Use of the existing equipment is necessary to support the Government's ongoing research activities and to minimize equipment downtime. Based on the Government's market research and knowledge of the equipment, Illumina, Inc. is the only responsible source reasonably believed to possess the necessary manufacturer-specific capability, technical expertise, service procedures, software/configuration support, and access to applicable manufacturer-authorized parts necessary to provide the required services for the Government's specific NovaSeq 6000, S/N A01064. Notice to Interested Parties This notice is not a request for competitive quotations or proposals. However, any responsible source, including small businesses, 8(a) firms, HUBZone small businesses, service-disabled veteran-owned small businesses (SDVOSBs), women-owned small businesses (WOSBs), veteran-owned small businesses (VOSBs), and small disadvantaged businesses (SDBs), may submit a capability statement demonstrating its ability to satisfy the Government's requirement. Capability statements will be evaluated solely to determine whether a competitive procurement should be conducted. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the Government's discretion. Anticipated Award The Government anticipates making an award approximately five (5) calendar days after the closing date of this notice unless the Government determines that another responsible source is capable of satisfying the Government's requirements. Capability statements must be submitted via email to haunp@mail.nih.gov no later than 9:00 a.m. EDT on August 24, 2026.
