Opportunity Overview The 356th Expeditionary Theater Support Group (356 ETSG/CONS) is soliciting quotes for the rental, delivery, placement, and regular maintenance/servicing of portable toilets and handwash stations at varying locations at Andersen AFB, Guam. None of these locations are in restricted areas. This is a simplified acquisition conducted in accordance with FAR Part 13 procedures. No formal contract clauses or provisions are attached to this solicitation; however, the resulting purchase order/contract will incorporate standard federal commercial terms. Applicable Service Contract Act Wage Determination- Service Contract Act WD #: 2015-5693 2. Strict Performance Schedule To meet operational timelines, the performance start date is firm and will only be negotiated if one or no vendors can meet it. Delivery & Performance Start Date: 31 August 2026 (Units must be on-site, fully operational, and serviced starting this date). Period of Performance (PoP): 12 Months (31 August 2026 – 30 August 2027) with four (4) one-year options. By submitting a quote, the vendor certifies and guarantees they have the immediate asset availability and labor capacity to meet this start date. 3. Bid Schedule (CLIN Structure) All quotes must be submitted in accordance with the Contract Line Item Number (CLIN) structure outlined in the PWS and below.
