The Idaho Air National Guard (the Government) intends to issue a Firm-Fixed-Price order to a single source, West Ada School District, on or about 10 September 2026. The Idaho Air National Guard Recruiting has a critical requirement to engage with a highly-specific, high-school-aged demographic (e.g., ages 14–18) and their families within the state of Idaho in support of its regional recruiting and community outreach missions. To achieve this, the agency requires a structured partnership that provides direct, authorized, and highly visible brand integration at high school athletic, extracurricular, and community events. West Ada School District is the largest school district in the state of Idaho, encompassing six major high schools with an unmatched regional footprint. The district provides the Idaho Air National Guard with unique, direct, and unparalleled access to its primary target recruiting demographic and the surrounding community through the following exclusive avenues: Massive Regional Reach: Direct exposure to over 500,000 individuals annually across the school district’s footprint. Stadium Event Integration: Premium brand placement across approximately 40 stadium events annually, reaching an estimated 48,000 total attendees. Gymnasium Event Integration: Continuous digital advertising across approximately 35 gymnasium events annually, reaching an estimated 33,600 total attendees. Proprietary Media Access: Exclusive access to on-site digital displays, stadium/gymnasium digital signage, live public address announcer recognition ("shout-outs"), and designated promotional nights. Because the West Ada School District holds sole proprietary rights and exclusive operational control over its athletic facilities, school-sanctioned events, and internal digital advertising platforms, it is the only entity capable of granting advertising access and executing these localized marketing activations. No other organization or advertising agency in the state of Idaho can provide or license this specific, direct level of access and integration within West Ada School District facilities. Consequently, the West Ada School District is the only responsible source capable of satisfying the Government's requirement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received within 15 business days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement. The Government will not pay for any information received in response to this announcement. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Contractor Submission Requirements: Required Information: Points of contact, addresses, email addresses, and phone numbers. Identification as a large U.S. business, a small U.S. business, or a foreign business, based on the NAICS code for this effort. Identification of any socioeconomic status (Women-Owned Small Business, 8(a), Service-Disabled Veteran-Owned Small Business, etc.). Company CAGE Code or Unique Entity ID (SAM). Capability Statement: In your response, you must address specifically how your organization and its services can meet the unique high-school demographic reach and proprietary facility access requirements specified above. Classification: Submitted information shall be UNCLASSIFIED. Page Limit: Responses are limited to 10 pages in a Microsoft Word compatible format. Any questions should be directed through email; telephone inquiries will not be accepted. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this Notice of Intent until funds are available. The Government reserves the right to cancel this action. In the event the Government cancels this action, the Government has no obligation to reimburse an offeror for any costs.
