Who to talk to

At the forecast stage there is no active procurement, so contact is welcome rather than restricted — this is the one window where a direct conversation is straightforwardly appropriate.

The Small Business Specialist is usually the better first call. Helping firms like yours find and compete for this work is their actual job, and they can tell you whether a set-aside is still under consideration.

Published by the agency in its acquisition forecast, last updated June 17, 2026. Forecast entries are plans, not commitments — dates slip and requirements get cancelled, restructured or absorbed into another buy.

Statement of work, as posted

The U.S. Coast Guard Surface Forces Logistics Center (SFLC), Medium Endurance Cutter Product Line (MECPL), anticipates a requirement for life-cycle support of the FM-MAN 16V 28/33D STC Main Propulsion Diesel Engines (MPDEs) installed onboard the Offshore Patrol Cutter (OPC) fleet. The anticipated requirement includes the provision of: 1. Original Equipment Manufacturer (OEM)-authorized spare parts, tools, and kits, including preservation, packaging, packing, marking, and delivery; 2. Overhaul services for repairable components, including receipt, inspection, repair, testing, preservation, packaging, packing, marking, and delivery; 3. OEM-certified technical representatives to provide remote and on-site support for scheduled maintenance and emergent repairs; and 4. Operational and maintenance training for cutter crews and shoreside support personnel. The FM-MAN 16V 28/33D STC engine is a proprietary system designed by MAN Energy Solutions and supported within the United States by Fairbanks Morse Defense under an exclusive licensing agreement. The support services are essential to ensure operational readiness, lifecycle sustainment, and safe, certified performance of the OPC propulsion systems. Performance is anticipated at various USCG locations, including Los Angeles, CA; Newport, RI; ports in Alaska; and additional East and West Coast ports as new OPCs are commissioned.
