Who to talk to

At the forecast stage there is no active procurement, so contact is welcome rather than restricted — this is the one window where a direct conversation is straightforwardly appropriate.

The Small Business Specialist is usually the better first call. Helping firms like yours find and compete for this work is their actual job, and they can tell you whether a set-aside is still under consideration.

Published by the agency in its acquisition forecast, last updated August 4, 2026. Forecast entries are plans, not commitments — dates slip and requirements get cancelled, restructured or absorbed into another buy.

Statement of work, as posted

*****This requirement will be awarded on our behalf via an IAA with GSA's Assisted Acquisition Services, and therefore an APFS record is not required. However, we are republishing for vendor awareness. It is our understanding that GSA AAS will compete this off OASIS+. The Cybersecurity and Infrastructure Security Agency (CISA) Office of the Chief Human Capital Officer (OCHCO) is requiring support services to monitor the performance of education and training programs and to manage the distribution and allocation of educational and training resources across the agency in a timely and cost-effective manner, while minimizing the personnel required for system maintenance and operations for the Training and Education System.
