Statement of work, as posted

The Stakeholder Engagement Division (SED) requires strategic relations, stakeholder engagement, analytics, and program support services to advance CISA’s mission through coordinated outreach, partnership development, awareness initiatives, stakeholder data management, and performance evaluation. SED serves as CISA’s focal point for enterprise stakeholder engagement, supporting relationships with federal, state, local, tribal, and territorial governments, critical infrastructure partners, private industry, academia, non-profit organizations, and the public. Support includes planning and executing stakeholder engagement strategies; managing awareness and outreach campaigns; supporting Systemically Important Entities (SIE) activities; facilitating Cyber Incident Reporting for Critical Infrastructure Act (CIRCIA) implementation efforts; supporting cybersecurity workforce and academic partnership initiatives; and maintaining stakeholder collaboration and information-sharing activities. The contractor shall provide expertise in stakeholder analysis, program evaluation, data governance, performance measurements, communications, and project management, including support for CISA’s Stakeholder Relationship Management (SRM) platform, analytics, reporting and visualization capabilities. Support shall include collection, integration, analysis, and reporting of stakeholder and program data to assess outcomes, improve decision-making, identity trend, and enhance mission effectiveness. Work will be performed at a combination of contractor facilities and the Department of Homeland Security facilities as required.
