The U.S. Coast Guard (USCG), under the Department of Homeland Security (DHS), seeks contractor support to enhance financial management operations at the Financial Services Center (FSC) in Chesapeake, VA. The scope includes accounting services, internal controls, and property management to address audit findings, improve financial processes, and ensure compliance with applicable laws and regulations. Key Tasks: Accounting Services: Execute financial transactions and provide general accounting and reporting. Support payment processing using systems like G-Invoicing and the Invoice Processing Platform (IPP). Perform administrative functions within the FSC Operations Division. Internal Controls: Develop and assess financial and IT business process controls. Conduct testing, risk assessments, and document results. Monitor and implement corrective action plans (CAPs) to address deficiencies. Property Management: Review property acquisition and disposition documentation. Validate accounting treatment of property actions and ensure compliance with USCG policies. Enter property transactions into the financial system of record and support over 800 field units. Labor Categories: The contract requires personnel across various roles, including Project Manager, Senior Analysts, Subject Matter Experts, Auditors (Senior, Intermediate, and Junior), and General Clerks (I and II).
