Statement of work, as posted

The U.S. Coast Guard (USCG) seeks a comprehensive software application to optimize mission success by holistically measuring individual traits and performance. The system must enable real-time tracking, analysis, and reporting of student performance and progress to enhance the selection, training, and development of Special Missions Training Center (SMTC) students. Its purpose is to reduce attrition, increase operational capability, and provide evidence-based performance decisions. The database system must generate configurable analytical reports and rollups based on end-user input, capture human attributes related to training objectives, and retrieve historical data to inform assessment or training criteria changes. The software application must be compatible with USCG-approved mobile devices and the Non-classified Internet Protocol Router (NIPR) network, allowing instructors to access forms, evaluations, and training materials efficiently. It must include features such as an Automatic Feedback Tool (AFT) to provide tailored feedback based on student performance, a Package Builder for organizing student files, and compatibility with CG Cloud infrastructure for data storage and handling. The system must comply with Department of Homeland Security (DHS) and USCG security standards, Defense Information Assurance Certification Accreditation, and Section 508 accessibility requirements. The Contractor shall provide licensing for approximately 750 students and 150 instructors/staff, maintain and update the software, address bugs, and ensure compatibility with technological advancements. Software updates must support curriculum changes, enhance security, and maintain accreditation. The contract must provide scalability for additional licenses, modules, or convenings as operational needs evolve, with flexibility to meet surge training demands within the contract's period of performance.
