Who to talk to

At the forecast stage there is no active procurement, so contact is welcome rather than restricted — this is the one window where a direct conversation is straightforwardly appropriate.

The Small Business Specialist is usually the better first call. Helping firms like yours find and compete for this work is their actual job, and they can tell you whether a set-aside is still under consideration.

Published by the agency in its acquisition forecast, last updated June 16, 2026. Forecast entries are plans, not commitments — dates slip and requirements get cancelled, restructured or absorbed into another buy.

Statement of work, as posted

The work to be completed under this contract advances the implementation of the National Preparedness System (NPS) and NIMS, to include: 1) developing materials to support NIMS implementation, 2) developing and producing new or updated NIMS resource typing documents, 3) supporting the development of the NQS, and 4) developing and implementing a strategy to collect and analyze preparedness data across National Integration Center (NIC) program areas. These four focus areas are central to the nation's ability to build, sustain, and deliver the core capabilities in support of the National Preparedness Goal and System. The NIMS resource typing and NQS documents are essential to ensuring the maximum level of mission readiness at the local, state, tribal, territorial, and federal levels for day-to-day mutual aid and preparedness for major disasters. The contractor shall provide the NIC with technical, administrative, and programmatic support services, as specified in the Performance Work Statement (PWS).
