Statement of work, as posted

The purpose of this requirement is to procure Contractor Support for Asset Tracking Maintenance and Services in support of the Federal Emergency Management Agency (FEMA), Logistics Systems Division's Logistics Supply Chain Management System (LSCMS). The Asset Tracking Maintenance and Services include data infrastructure, network feeds, Global Positioning System (GPS) transponder message pool, hardware upkeep, GPS transponder source-of-supply, facilitation of in-transit visibility, training and supporting personnel. This requirement is needed to support the FEMA Logistics mission with operational and support capabilities for managing the entire disaster supply chain, including FEMA-owned assets and resources, as well as those provided by partners in other federal agencies (OFAs), non-governmental organizations (NGOs), state/local/tribal governments, and the private sector. The Asset Tracking Maintenance and Services Contractor shall manage the Global Positioning System (GPS) transponder inventory, servicing and activation of GPS transponders, which are identified by Electronic Serial Numbers (ESN) and recorded by the Warehouse Management (WM) application within the Logistics Supply Chain Management System (LSCMS). As transponders are distributed and affixed to FEMA trailers or FEMA assets, the LSCMS application can have in-transit visibility of the movement of the commodity or the asset during a disaster. This in-transit visibility is relayed by GPS feeds via satellite communications. The Contractor shall staff the operational support technicians (OST) located at the FEMA distribution centers. The Contractor is responsible for keeping GPS transponders tested, inventoried, and kitted into surge kits at multiple Distribution Centers for deployment readiness to staging areas at a moment’s notice. The Contractor supports readiness planning, training, and exercise support to enable FEMA staff to perform device management functions during disaster events. The Contractor executes recovery procedures to minimize lost or stolen GPS transponders during disaster operations, provides input on after-action surge lessons learned, and provides recommendations to ensure a continuous improvement cycle for the LSCMS Program. The estimated Period of Performance is 11/7/2026 through 11/6/2027, with four (4) option years.
