Statement of work, as posted

Design-build a new 200-agent Border Patrol Station in the Del Rio Sector in Del Rio, Texas. This facility will include operational support areas, locker rooms, restrooms, and additional spaces to accommodate staff, visitors, and detainees. Additional requirements such as holding areas, onsite fueling capabilities, Vehicle Inspection and Inventory Lot (impound lot), parking, and external fallen agent memorial will be integrated following approved facilities design standards and policies as required. The option of including a helipad will also be considered. Auxiliary support infrastructure will include: an ATV/motorcycle patrol area for fourteen (14) vehicles; a heliport; a C2-Command/Tactical Control/Operations Center equipped with Seven (7) consoles; emergency generators; and a single-tank gasoline fuel island. Additional critical support elements include a Vehicle Inspection and Inventory Lot (impound lot) with (20 parking spaces), a 160-foot communication tower, an Electronics Technical Unit (ETU) shop, and advanced electronic systems, including Physical Access Control Systems (PACs), Closed-Circuit Video Surveillance (CCVS), Secured Electronic Systems (SES) compliant security systems, and integrated fire systems. Unique operational requirements for the new Brackettville Station will include specialized narcotics storage adjacent to the sallyport for efficient off-loading, robust facilities maintenance shop and a dedicated electronics equipment shop for servicing radios and sensors. The Project Delivery PMO (PD PMO) will collaborate with the U.S. Customs and Border Protection (CBP) real estate team to secure the acquisition of a minimum of nineteen and eight-tenths (19.8) acres of suitable land. Site selection will prioritize adequate size, proper location, ease of access, proximity to the station's 3,000 square mile area of responsibility and 16 miles of river border, access to required utilities, and compliance with National Environmental Policy Act (NEPA) requirements. Acquisition Strategy: PD PMO will procure a Design-Build (DB) construction contract through the CBP Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle (CBP OFAM Design-Build Construction IDIQ (70B01C26D00000019 thru 28)
