This requirement seeks comprehensive Project Management and Strategy Support services for the U.S. Customs and Border Protection's (CBP) Office of Information and Technology (OIT), Management and Governance Directorate (MGD). The primary goal is to enhance OIT's operational effectiveness, improve the transparency of strategic planning and governance, and ensure the successful execution and alignment of strategic initiatives. The contractor will provide essential support for both project management and strategic planning functions. This includes comprehensive oversight and control of all project activities, managing technical resources, quality assurance, scheduling, cost, and financial controls to ensure deliverables are completed on time, within budget, and to required quality standards. The contractor will be responsible for planning, directing, controlling, measuring, monitoring, and reporting on all project activities, submitting monthly status reports and quarterly performance reviews according to Government-specified templates. Additionally, the contractor will furnish program management tools, guidance, plans, processes, procedures, and resources to personnel. Concurrently, the contractor will provide critical strategy management support to mature stakeholder relationships, align strategic initiatives, and facilitate the development and implementation of OIT's IT Strategic Plan. This involves supporting the CBP Chief Information Officer's (CIO) Trusted Partner Program and relationship management dashboards, with efforts to formalize these relationships across DHS, other government agencies, and industry. Key activities include collecting, managing, and curating strategic-level data for analysis and reporting, supporting the development of IT policy documents and dissemination platforms, and enhancing/maintaining the Strategic Traceability Hub and Power BI-based data visualizations, ensuring 99% uptime and timely dashboard enhancements. Technical development support for Strategy Dashboards, tracking strategic initiatives and performance reviews, is also a core requirement. Key personnel with extensive experience in federal program management, IT strategy, data analysis, and visualization tools like Power BI are required. All personnel must undergo a background investigation and comply with DHS/CBP security and privacy policies, including handling Controlled Unclassified Information (CUI) and Personally Identifiable Information (PII). Acquisition Strategy: Blanket Purchase Agreement (BPA) call against the Enterprise Small Business (ESB) Multiple-Award BPA (NAICS: 541511) as a 100% Small Business (SB) set-aside.
