Statement of work, as posted

The USSS requires comprehensive mission support services to enable effective execution of its integrated mission of protection and investigation. These services span strategic planning, program and project management, acquisition support, business process reengineering, business intelligence and analytics, financial and budgetary operations, organizational change management, and automation initiatives. The BPA will provide flexible, scalable support to all USSS directorates, including but not limited to the Office of the Chief Financial Officer (CFO), Office of the Chief Information Officer (CIO), Human Resources (HUM), Office of Administration (ADM), and Office of Strategy, Planning, and Innovation. The Contractor shall provide expert support services across the following functional areas: • Strategic Planning and Communications - Assist in developing, implementing, and updating strategic plans, roadmaps, frameworks, and communications. Support executive-level briefings, reports, dashboards, and metrics. Facilitate strategic alignment across USSS programs and governance bodies. • Program and Project Management - Lead and support multi-tiered program and project teams. Develop and maintain project schedules, track milestones, risks, and dependencies. Provide executive support, including meeting facilitation, documentation, and stakeholder coordination. • Acquisition Support - Support acquisition planning, requirements development, portfolio management, and process improvement. Advise on best practices, compliance, and streamlining acquisition activities. Assist with documentation, analysis, and reporting related to acquisition initiatives. • Business Process Reengineering and Optimization - Identify and analyze processes for improvement or reengineering. Leverage evidence-based research, benchmark, and adapt best practices from public and private sector organizations and programs to modernize, improve and evolve key areas affecting the Secret Service. Document, validate, and implement optimized workflows and procedures. Facilitate process discussions, develop job aids, training materials, and metrics for improved processes. • Business Intelligence and Data Analytics - Provide advanced data analysis, visualization, and reporting to support decision-making. Develop dashboards, performance metrics, and business intelligence solutions. Support data-driven process improvement and operational efficiency. • Financial and Budgetary Operations - Support financial management, budget formulation, execution, and reporting. Assist with internal controls, risk management, and compliance with applicable laws and regulations. Provide recommendations for improving financial processes and resource management. • Organizational Change Management - Develop and implement change management strategies and communications. • Support stakeholder engagement, training, and knowledge transfer. Facilitate adoption of new processes, technologies, and organizational structures. Assist in developing, tracking, updating, and implementing new and revised directives, operating procedures, manuals, instructions, and guidance • Line of Business Automation and Efficiency Initiatives - Identify opportunities for automation and technology-driven efficiency improvements. Support implementation of workflow automation, digital solutions, and process optimization tools. Provide technical expertise in relevant platforms (e.g., SharePoint, ServiceNow, Tableau, Power BI).
