Who to talk to

At the forecast stage there is no active procurement, so contact is welcome rather than restricted — this is the one window where a direct conversation is straightforwardly appropriate.

The Small Business Specialist is usually the better first call. Helping firms like yours find and compete for this work is their actual job, and they can tell you whether a set-aside is still under consideration.

Published by the agency in its acquisition forecast, last updated July 13, 2026. Forecast entries are plans, not commitments — dates slip and requirements get cancelled, restructured or absorbed into another buy.

Statement of work, as posted

CBP has a requirement to procure cloud computing capabilities, Software as a Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS) (Oracle Cloud Infrastructure (OCI)). CBP requires the vendor to enable dynamic consumption of any available service offered (e.g., compute, storage, databases, analytics), by delivering the required number of OCI Units which CBP utilizes for financial tracking and forecasting purposes. This approach will successfully enable CBP to quickly, reliably, and consistently deliver modernized digital solutions. These computing capabilities will allow for building digital solutions based on micro services; implementing API (Application Program Interface) based modern web frameworks; building solutions that are extendable to mobile and forward-looking industry paradigms; building consistent, standard, reliable, and portable environments in the cloud; and defining container strategies and operational models. This effort will require delivery of an efficient methodology that considers the following: 1. Provisioning of Cloud Services Provider (CSP) resources – including, but not limited to, the capabilities and services they offer, be it SaaS, IaaS or PaaS. 2. This effort will not provide direct labor IT services, this effort is solely for the use of cloud computing resources. Acquisition Strategy: Full and Open on SEWP
