Who to talk to

At the forecast stage there is no active procurement, so contact is welcome rather than restricted — this is the one window where a direct conversation is straightforwardly appropriate.

The Small Business Specialist is usually the better first call. Helping firms like yours find and compete for this work is their actual job, and they can tell you whether a set-aside is still under consideration.

Published by the agency in its acquisition forecast, last updated August 11, 2026. Forecast entries are plans, not commitments — dates slip and requirements get cancelled, restructured or absorbed into another buy.

Statement of work, as posted

CBP seeks a HUBZone contractor to provide trained and certified electronic service technicians responsible for maintaining, repairing, and supporting security systems—including access control, intrusion detection, and CCTV monitoring—at sites in Puerto Rico and the USVI. The contractor must ensure all systems operate per manufacturer specifications, perform routine maintenance and warranty services, conduct quarterly on-site inspections, and test and install new equipment. A 24/7 telephone support center for software and equipment issues is required. The contractor must also maintain a closed network with dedicated bandwidth for 15 Puerto Rico and 9 USVI sites, with 24/7 support. All maintenance and installation must follow manufacturer instructions, and CBP will manage software licensing and records. Acquisition Strategy: Total Set-Aside for HUBZone Small Business
