*NOTE: It is anticipated that this requirement will be awarded as a Small Business Innovation Research (SBIR) Phase III contract. The United States Coast Guard (USCG) requires trusted Artificial Intelligence (AI) and data capabilities to be placed directly in the hands of its personnel so they can act faster, make better-informed decisions, and spend less time managing tools and more time executing the mission. This Performance Work Statement (PWS) defines the work the Contractor shall perform to establish the capabilities, infrastructure, governance, and workforce readiness that put AI and data to work at the user level, turning enterprise investment in AI and data into sustained, mission-driving utilization across the USCG. This effort supports the Technology Readiness Directorate (CG-TECH) and the Command, Control, Communication, Computer, Cyber and Intelligence (C5I). The capability delivered under MERIDIAN shall advance current-state work toward enterprise readiness and position USCG to expand its AI and data portfolio in response to real, prioritized mission demand. USCG has made substantial prior investments in data and analytics platforms, such as SURVEYOR, authoritative mission systems, and a developing AI platform and AI Assistant. The capability delivered under this PWS shall federate and unify these existing investments rather than replace them. The solution shall make current systems more useful and shall not require a rip-and-replace of established platforms or data.
