Who to talk to

At the forecast stage there is no active procurement, so contact is welcome rather than restricted — this is the one window where a direct conversation is straightforwardly appropriate.

The Small Business Specialist is usually the better first call. Helping firms like yours find and compete for this work is their actual job, and they can tell you whether a set-aside is still under consideration.

Published by the agency in its acquisition forecast, last updated September 23, 2026. Forecast entries are plans, not commitments — dates slip and requirements get cancelled, restructured or absorbed into another buy.

Statement of work, as posted

The TSA Facilities and Administration (F&A) program office serves as the agency's physical and operational backbone by managing its extensive real property portfolio and nationwide facility footprint. F&A is responsible for lease management, strategic space planning, and facility maintenance. Additionally, F&A coordinates critical logistical support, manages personal property assets, establishes occupational safety, health, and environmental standards, and oversees essential administrative services to ensure that frontline officers and administrative staff have functional and fully equipped workspaces to protect the nation's transportation systems. F&A requires streamlined, flexible, and highly responsive acquisition vehicles to provide a comprehensive suite of facilities-related products and services. TSA anticipates establishing multiple-award, regional Blanket Purchase Agreements (BPAs) for commercial products and services such as structural and finishing trades; mechanical, electrical, and plumbing (MEP); custodial services; heavy equipment and appliances; and logistics and transportation services. BPA Holders would need to be able to service all TSA locations within the identified region: Northeast, Southeast, Central, and Western. This includes CONUS and OCONUS locations.
