The NASA SBIR/STTR Program is moving to a Broad Agency Announcement (BAA) (See more in FAR 35.016 https://www.acquisition.gov/far/35.016) to procure research and development activities from small businesses. This Broad Agency Announcement (BAA) sets the requirements for you, the offeror, to submit a proposal to NASA for Small Business Innovation Research (SBIR) (including SBIR Ignite) and Small Business Technology Transfer (STTR) Program Phase I and Phase II projects. NASA will solicit proposals for specific funding opportunities by releasing appendices to this BAA throughout the effective period of this BAA. This document contains the objectives, funding information, proposal preparation instructions, and eligibility criteria. Each released appendix will contain instructions to submit a proposal package and the solicited research and technology subtopics for the specific funding opportunity. Requirements specific to each opportunity will be included in the appendices. In any instance where specific requirements in appendices conflict with requirements in the BAA, the specific requirements in the appendices take precedence for that opportunity. As of the release of this BAA, NASA does not have an exact number of planned appendices, but the program anticipates releasing 2 to 3 appendices each fiscal year.
