The Naval Research Laboratory (NRL) hereby formally announces the intent to award a firm-fixed price purchase order on a sole source basis utilizing Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $350,000 to Airspace Integration, Inc. Provide long-term 24/7 observations of the coastal environment to support basic research, model and tactical decision aid development and validation, and educational outreach in support of current and future NRL scientific objectives. The awardee shall provide a service area that is safe and appropriate for long-term NRL observations, extensive field studies involving NRL scientists and private industry, university, and government collaborators including support of instrumented small unmanned aerial systems (sUAS) operations. The awardee shall provide the material for the security cameras to monitor the site. The awardee will also provide a lease covering the land, internet, and power for the main NRL-CEOBS field site used to stage all the NRL meteorological equipment and to stage the new Radiometrics wind profiler. The less shall also provide make arrangements to provide the monthly security camera monitoring. This Notice of Intent is NOT a request for competitive proposals. This is NOT a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System Code (NAICS) for this requirement is 541990 with the size standard of 19,500,00.00. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is R499. Interested parties may identify their interests and capability to respond to this requirement within 3 calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
