THIS IS NOT A REQUEST FOR PROPOSAL, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. The National Transportation Safety Board (NTSB) intends to solicit and award a sole source firm fixed price contract for the requirement of “the NTSB Headquarters On-site Parking” to Stonelex C, LLC, for services provided by ACE Parking in the co-located parking facilities owned by Stonelex C, LLC. The authority for which this requirement will be awarded is FAR 13.106-1 based on ACE Parking’s unique technical qualifications as the only known company authorized to provide on-site parking at the L’Enfant Plaza location co-located with the NTSB Headquarters offices. The Government intends to acquire these commercial items under FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The NTSB is an independent Federal agency charged by Congress with investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. The NTSB has a commercial services requirement for parking lot spaces in Washington, DC co-located at its Headquarters facility, located at 490 L’Enfant Plaza, SW, Washington, DC 20594. The on-site (co-located) parking allows management and key personnel the ability to respond to transportation-related accidents through either launching investigative teams or providing headquarters support. As one of the world’s premier accident investigation agencies, the NTSB must have 24-hour immediate access to staff vehicles providing for quick response to transportation accidents. The requirement for parking lot spaces consists of 135 parking spaces: “1 single reserved”, “134 single unreserved” style parking spaces and 20 chaser tickets. These services will be required for a twelve (12) month period starting approximately September 1, 2026.
