Update 17AUG26 - Statement of Work(SOW) added to attachments/Links REASON FOR RE-SOLICITATION: The Government is re-soliciting this requirement to transition from a restrictive hardware specification to allow flexibility. This re-solicitation provides contractors the opportunity to propose their best commercial solutions and allows the Government to evaluate quotes using a "Best Value Tradeoff" methodology to secure the most effective and reliable cooling solution for the facility. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W50S8A26QA010 and is issued as a Request for Quote (RFQ). The associated North American Industry Classification System (NAICS) code for this procurement is 333415 (Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing). The corresponding Small Business Administration (SBA) small business size standard for this NAICS code is 1,250 employees. This requirement is a 100% Total Small Business Set-Aside, and only qualified small business vendors may submit quotes. The Free On Board (FOB) point is Destination: 302 Newmarket Street, Pease ANGB, Newington, NH 03801. The Government intends to award a Firm-Fixed-Price (FFP) contract. REQUIREMENT DESCRIPTION: The New Hampshire Air National Guard requires the following: CLIN 0001: Chiller (QTY 1 Each) Description: Contractor shall provide one (1) new commercial air-cooled modular chiller system (70-85 net cooling tons) and one (1) vertical ASME-rated chilled-water buffer tank (400-500 gallons), complete with all integrated controls, variable frequency drives (VFDs), and internal glycol feed capabilities in strict accordance with the salient characteristics in Phase 3 of the attached Statement of Work (SOW). CLIN 0002: Installation (QTY 1 Job) Description: Contractor shall provide all labor, tools, and materials necessary for the turnkey replacement of the chilled water system at Building 149, Pease ANGB. This includes the demolition, removal, and EPA-compliant disposal of the existing equipment; and all required system testing, commissioning, and personnel training as outlined in the attached Statement of Work (SOW) EVALUATION & SUBMISSION INSTRUCTIONS (See Addendum's in attachments) "Addendum to FAR 52.212-1" (Instructions to Offerors) in the attached Provisions and Clauses document for explicit details on how to structure and submit your quote Interested parties MUST review the "Addendum to FAR 52.212-2" (Evaluation Factors) to understand how the Government will evaluate quotes using the Best Value Tradeoff process. QUESTIONS AND RFI DEADLINE: Because this is a re-solicitation of a previously competed requirement where extensive site visits (21 May 2026) and multi-round Q&A sessions have already occurred, the Government will not accept, entertain, or respond to any further technical or contractual Questions/RFIs for this solicitation. EXCEPTION: The only exception to this policy is if an offeror identifies an unambiguous defect, clerical error, or latent conflict within the Government-furnished Statement of Work (SOW) or solicitation documents.
