Statement of work, as posted

The Regional Contracting Office Vicenza (RCO-V) Italy, Suboffice Livorno, intends to issue a commercial Request for Quotes (RFQ) for a Firm-Fixed-Price contract for the lease/rental of five (5) units of electric-powered Material Handling Equipment (MHE) without operators. The requirement includes: Two (2) Units of 4,000 lbs. capacity Electric Forklifts. Two (2) Units of 4,000 lbs. capacity Electric Forklifts with specialized Container-Compatible Low-Profile Masts. One (1) Unit of Electric Vertical/Scissor Lift (maximum 800 mm chassis width). The contract will cover a 12-month base period starting 19 September 2026, with four (4) subsequent 12-month option periods. The acquisition will be conducted in accordance with FAR Part 12 and Part 13 (Streamlined Commercial Procedures) utilizing Lowest Price Technically Acceptable (LPTA) source selection. Intent to Limit to the Local Italian Marketplace: In accordance with RFO 12.201-1(c)(2), the Government intends to solicit and award this contract to local sources within the Italian marketplace only. This geographic restriction is logistically and legally mandatory based on the following: Host-Nation Safety Standards: All equipment must comply with Italian Health and Safety in the Workplace regulations under Art. 71 of Legislative Decree 81/08 and must be delivered with updated inspection registers (copia del libretto). On-Site Maintenance & Support: The contractor must physically respond on-site at Camp Darby (Pisa, Italy) to perform preventative maintenance, and must repair or replace inoperable equipment within three (3) local Italian business days of notification. Regional Footprint: Delivery, mobilization, and final extraction must be executed as FOB Destination to Building 5020, Camp Darby, Pisa, Italy. Offerors must possess an active regional presence, certified technicians, and transportation assets in Italy to meet these terms.
