CTSS Hardware Equipment Refresh

Federal Deposit Insurance Corporation
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

Compliance matrix

Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.

Proposal outline

A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

UPDATE: The amendment CORHQ-26-Q-0287-P00001 addresses all questions for clarification. Quotes are due by 12:00pm August 31, 2026 Please see the highlighted FDIC responses to the questions for clarification below: 1. CLIN 0001 – Monitors. The Section B price schedule lists Dell part number P2725HT. We are unable to locate that part number in Dell's current catalog or through our distribution channels. Dell's current 27" P-series consists of the P2725H, P2725HE and P2725DE (all non-touch); the corresponding touch model is the 24" P2424HT. The Ship To Instructions attachment lists this item as P272HT, a third variant. Please confirm the intended part number and whether a touch-enabled display is required. This materially affects unit pricing. Touch-enabled display is NOT required. The P2725H, which is the base model is the correct replacement. 2. CLIN 0007 – Power Supply. The Section B price schedule lists HP part number 671R2AA#ABA (HP USB-C 65W Laptop Charger). The Ship To Instructions attachment lists 671R2ZZ#ABA. Please confirm which is correct. Item listed on the price schedule is correct - 671R2AA#ABA (HP USB-C 65W Laptop Charger) 3. CLIN 0003 – Mouse. HP part number X4000b (HP X4000b Bluetooth Mouse, HP part numbers H3T50AA / H3T51AA) has been discontinued by the manufacturer and is not available in new condition in the quantity required. Will the FDIC accept a current-production HP equivalent, such as the HP 250 Dual Mode Wireless Mouse, the HP 435 Multi-Device Wireless Mouse, or the HP X3000 G3 Wireless Mouse (683N7AA)? If so, please confirm the preferred substitute or the salient characteristics to be met. The first two are acceptable. The HP X3000 lacks Bluetooth connectivity and is unacceptable. 4. CLIN 0006 – Headsets. Belkin part number G3H0003 (SoundForm ANC Wired Earbuds, USB-C) is orderable only with a color suffix. Please specify the required SKU (for example G3H0003fqBK black or G3H0003fqWH white). Recommend quoting both and selecting whichever provides the lower cost and/or better availability. If price and availability are the same, white is preferred. 5. CLIN 0004 – Keyboards. Dell part number KB813T is the model designation for the Dell Pro Smartcard Keyboard KB813, which is orderable as KB813-BK-US (Dell APD 332-1571). Please confirm this SKU satisfies the requirement, and that US English layout is required. US English layout is required. Integrated smart card reader is required. That SKU appears to satisfy the requirement. 6. Warranty Requirement- The solicitation does not state a warranty requirement. Please confirm that the standard manufacturer's commercial warranty for each item is acceptable. The Standard Warranty is acceptable. 7. Schedule Clauses- We noticed a discrepancy between two schedule clauses: Page 4 of 33: States the period of performance is one year after the award date. Page 4 of 33: Also states all items must be shipped within 30 days. Could you please clarify how these timelines interact? Specifically, we need to confirm if the 30-day window applies to an initial batch, or if the entire deployment volume must be shipped within 30 days. The 30-day window applies to all items. 8. Section F, clause 7.3.1-10, identifies the place of delivery as the FDIC Division of Information Technology Distribution Center, 3501 Fairfax Drive, Arlington, VA 22226. The Ship To Instructions attachment directs delivery to six regional offices (Atlanta, Dallas, Kansas City, San Francisco, Chicago and New York) with quantities allocated among them. Please confirm which governs. If delivery is to the six regional offices, please confirm that the inside-delivery, certificate of insurance, de-palletization, freight elevator and delivery-window requirements described in the attachment apply at each location and are to be priced under CLIN 0008. The clause has been updated to reference the attachment “Ship to Instructions” for specified delivery addresses. 9. The Section B price schedule shows a period of performance of "One year after award date" for every line item, while CLIN 0008 states "ALL ITEMS MUST BE SHIPPED WITHIN 30 DAYS." Please confirm the required delivery timeline. If shipment within 30 days of award is required for the full quantity, please confirm whether partial shipments are acceptable. Section B- Price Schedule is updated to clarify that delivery needs to be within 30 days of the award effective date. 10. Provisions 7.3.1-16 and 7.3.2-11 require offerors to complete and submit Attachment B-1, Price Schedule. Block 27a of the FDIC Form 3700/55 indicates the solicitation includes no attachments, and no Attachment B-1 file was issued with the solicitation package. Please provide Attachment B-1, or confirm that the price schedule appearing on page 4 of the solicitation is to be completed and submitted in its place. There was an upload error in SAM.gov to upload Attachment B-1 Price Schedule but the information is the same as provided on page 4 of the solicitation. 11. Provision 7.3.1-06 directs that proposals be submitted electronically to the Contracting Officer at cbrooks@fdic.gov. Block 7b of the cover page and provision 7.3.2-06 both identify chrbrooks@fdic.gov. Please confirm the correct address for proposal submission. The typo is corrected; all quotes should be sent to Christina Brooks at chrbrooks@fdic.gov. 12. Cover page block 10 indicates socio-economic status "YES" with SDB, MWOB and Service-Disabled Veteran-Owned Small Business marked, while Section K provision 7.3.2-49(b) states that this acquisition is not a Small-Business Set-Aside. Please confirm the acquisition is unrestricted. The boxes appear unchecked on our end. The acquisition is unrestricted. 13. For the record, provision 7.3.2-49(a) identifies the small business size standard as "334111," which is the NAICS code; paragraph (a)(2) separately states the size standard is 1,250 employees. Paragraph (b)(1) also appears twice, the second instance containing the text "general statistical7.1.2-01 purposes." We assume paragraph (a)(2) controls and that the duplication is a formatting artifact, but note it for correction. This is a formatting error that has been corrected. All other terms and conditions under this solicitation remain unchanged. Replenish stock inventories of equipment and provision additional equipment (e.g., monitors) for FDIC field offices and NY Regional Office due to office expansions. See the attached Price Schedule for full list of equipment to be procured and shipped.
