Department of Defense · Department of the Navy · NAVAL AIR WARFARE CENTER
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

Compliance matrix

Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.

Proposal outline

A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Federal Acquisition Regulation (FAR) part 12. This announcement constitutes the only solicitation. An Offer is being requested, and a separate written solicitation will not be issued. This Request for Quotation (RFQ) is issued on a sole-source basis to ITW EAE in accordance with Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” The Naval Air Warfare Center Weapons Division (NAWCWD), Airborne Instrumentation Division (AID), has a requirement for the procurement, delivery, installation, and integration of Surface Mount Technology (SMT) line upgrade equipment. Specifically, this requirement is for one (1) Vitronics Soltec Centurion CT820 Reflow Oven and one (1) Electrovert Aquastorm 160 In-Line Printed Circuit Board (PCB) Cleaning System. All equipment delivery, installation, calibration, integration, and training requirements shall be completed within 180 calendar days after the date of contract award. ITW EAE is the only known source capable of satisfying this requirement because it is the Original Equipment Manufacturer (OEM) of the Vitronics Centurion and Electrovert Aquastorm systems. ITW EAE possesses the proprietary technical data, software rights, and factory-trained field service engineers required to install, integrate, calibrate, and warranty the equipment. ITW EAE should submit its quotation for RFQ N6893626Q5150 no later than August 31, 2026, at 4:00 p.m. Pacific Time through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Registration in PIEE is required to access the Solicitation Module and submit a quotation. To register, visit https://piee.eb.mil/ and select “Register.” This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The contractor must be registered in the System for Award Management (SAM) at https://sam.gov/ to be eligible for award. Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) is anticipated for this requirement. If the contractor disagrees with the anticipated CMMC level, it shall provide supporting rationale and identify the recommended CMMC level. Contractors requiring access to unclassified export-controlled technical data must possess an active Joint Certification Program (JCP) certification. Information regarding JCP certification and DD Form 2345 requirements is available on the Defense Logistics Agency website at https://www.dla.mil/Logistics-Operations/Services/Joint-Certification-Program/. Questions regarding this solicitation shall be submitted by email to Rachelle Todd at rachelle.r.todd.civ@us.navy.mil.
