AMENDMENT 0001 (08/21/2026): ADD QUESTIONS AND PHOTOS TO ATTACHMENTS Snow Shelter Doors Removal and Replacement at the Flagstaff and Reno NEXRAD sites and have a few technical questions regarding the existing door assemblies. 1. Are any floor plans, construction drawings, door schedules, or additional door specifications available beyond the documents and photographs included with the RFQ? Answer: No 2. Can NOAA provide the existing door, frame, and rough-opening dimensions for the two double-door openings and one single-door opening at each site? Answer: See Photos 3. Are there specific requirements for the new door assemblies regarding: o Door and frame gauge o Frame depth/profile o Door thickness o Thermal-break construction o Insulation or R-value o Fire rating, if applicable o Louver dimensions/configuration Answer: See Photos 4. Are there required manufacturers, models, finishes, or performance specifications for the security hinges, door closers, latch guards, locks, and other hardware? Answer: See Photos 5. The SOW states that the new hardware must be keyed to match the existing facility key. Can NOAA provide the existing lock manufacturer/keyway or keying system that the new hardware will need to match? Answer: See Photos 6. For the Flagstaff KFSX site, is there a physical street address or additional access/direction information available beyond the coordinates provided in the SOW? Answer: No. All of these sites are on mountain tops. There are no street addresses. 7. Can you provide specifications, a door schedule and hardware sets? Answer: See Photos 8. For the replacement thermal-break steel double-door sets, should the existing ventilation/louver configuration shown in the photographs be replicated? Answer: These will be replaced by full doors with no louvers. Solicitation number 1305M326Q0435 is issued as a request for quotation (RFQ), for Constructions Services for Snow Shelter Doors Removal and Replacement at the Next Generation Radar (NEXRAD) sites in Reno and Flagstaff. Commercial construction services, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for Snow Shelter Doors Removal and Replacement at the Next Generation Radar (NEXRAD) sites in Reno and Flagstaff, in accordance with the Statement of Work. Period of performance is one hundred and twenty (120) calendar days after receipt of the notice to proceed. A complete description of requirements, including documentation supporting any brand name descriptions or technical data, can be found in the SF18. 2. This is a request for quotations (RFQ) for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The Government intends to award as a trade-off, single award, firm fixed-price purchase order on an all or none basis with payment terms of Net 30. 3. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR’S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT. Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements.
