This Sources Sought Notice (SS) for solicitation SPE605-26-RFI-1017 is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Defense Logistics Agency Energy (DLA Energy). The purpose of this sources sought notice is to identify vendors capable of supplying ground fuel requirements for Defense Logistics Agency Energy. This notice covers the ground fuels requirements for DLA Energy customers located in Africa and have an immediate need. The products below are the products needed, however, please provide list of all capabilities and products in the locations of Djibouti, Sao Tome, Somalia, Kenya, and Juba, South Sudan. Please see official RFI attachment for details. The products to be procured are: Turbine Fuel, Aviation (JA1) NSN 9130-007535026 Turbine Fuel, Aviation (JP8) NSN 9130-010315816 Diesel Fuel (DF2) NSN 9140-002865294 Diesel Fuel (SFD) NSN 9140-015569156 Gasoline, Automotive (MUR) NSN 9130-001487103 If your company is interested in and capable of providing any of the above mentioned fuel products, please respond to this Sources Sought Notice no later than 24 August 2026. In responding to this notice please provide the following information: a) Identification of the firm and its owners (company name, email address, phone/fax number.) b) Background information of the firm and contractor regarding technical ability, financial capacity and ability to perform. c) Provide company capability statement describing your company’s ability to supply and delivery fuel to the locations listed above. Including, all fuel types available for delivery in those locations. Additionally, identify all possible methods of delivery and storage capabilities in the locations listed above. Example: Automotive (Tank Truck/Tank Wagon), Drums, ISO, Barge, Bags, Airplane, Railcar. d) Specify quantity amount that can be delivered; timeframe to complete delivery; and estimated price to deliver, if possible.
