Statement of work, as posted

Notice of Intent to Sole Source NAVSUP Fleet Logistics San Diego (FLCSD) intents to award a Sole Source contract to Conflict Kinetics Corporation, 1893 Preston White Drive, Reston, VA 20191 in accordance with RFO 12.001 and RFO 6.103-1. This requirement to establish a Weapons Synthetic Training System (WSTS) that enables sailors to develop proficiency in small arms weapons handling and employment while in port major fleet concentration areas of San Diego, CA. The WSTS must support sustainment training and certification for armed watch standers on the following weapons: M18 pistol, Rifle (5.56mm), light, and heavy machine guns (7.62mm & .50 Cal). The WSTS will significantly reduce cost of conducting training and certification through significant reduction in expenditure of live ammunition. The WSTS will be capable of quickly rolling out new fleet-wide standardization (e.g., CAT III) or enhancement in training capabilities without the risk of resources or capability constraints that may be present for each location. The proposed contract action is Sole Source only. This Notice of Intent is not a request for competitive quotes or proposals. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit capability information in response to this notice by 27 August 2026 via e-mail to jason.a.pelle.civ@us.navy.mil. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
