This is the official Request for Proposals (RFP) for Healthcare Environmental Cleaning Services in Germany. The SF 1449, Performance Work Statement and attachments, and Exhibits are attached. See section L of the 1449 for proposal submission instructions. Submit questions no later than 4 August, 2026 at 17:00 CET. Please review all documents prior to submitting questions. The Defense Health Agency (DHA) requires Healthcare Environmental Cleaning (HEC) Services at Military Treatment Facilities (MTFs) in Germany. HEC services are highly specialized, conforming to exacting medical industry standards for maintaining an aseptic space for the administration of healthcare ranging from clinical to surgical. HEC services include management activities such as planning, scheduling, cost accounting, report preparation and submission, establishing and maintaining records, quality control, and performance management. Anticipated performance locations: Landstuhl Regional Medical Center (LRMC) Landstuhl, Germany and its outlying health, dental and veterinary clinics (Baumholder, Kaiserslautern (Kleber/Pulaski), Wiesbaden) Medical Department Activity – Bavaria (MEDDAC-B) Vilseck, Germany and its outlying health, dental and veterinary clinics (Grafenwoehr, Hohenfels, Ansbach, Illesheim, Stuttgart) Rhine Ordinance Medical Center (ROBMC), Weilerbach, Germany All responsible sources may submit a proposal which will be considered by the agency.
