Amendment 3: Solicitation Updates and Deadline Extension 1. Explicit Eligibility Update This effort is now fully open to resellers and distributors to propose as prime contractors. 2. Revision to Section 5.2 The previous bullet point restricting offers to Original Equipment Manufacturers (OEMs) is hereby deleted and replaced in its entirety with the following: “The Government welcomes proposals from both original capability providers (developers/manufacturers) and qualified partner entities, such as resellers, integrators, or distributors. Offerors proposing as an intermediary are encouraged to highlight the unique value add they bring to the effort. This may include specialized integration, tailoring, local support, or cost efficiencies that enhance the primary offering.” Please note that changes have been highlighted in the updated Call for Solutions document. 3. Clarification on Prior Q&A Any previously published Question & Answer (Q&A) responses stating that Original Equipment Manufacturers (OEMs) are the only accepted offerors are no longer in effect. 4. Extension of Submission Deadline The Call for Solutions is reopened. The new deadline for proposal submissions is extended to 12:00PM EST on Friday, 21 AUG 2026. 5. Instructions for Previously Submitted Proposals No Changes to Proposal: Email the Contracting Specialist and Contracting Officer to confirm no changes will be made by 12:00PM EST, 19 AUG 2026. This allows the Government to begin evaluating your proposal immediately. Revising Proposal: All offerors retain the right to revise and resubmit their proposals. Submit your updated proposal prior to the new final deadline. _______________________________________________________________ Amendment 2 This amendment to the Call for Solutions (CFS) for the Enterprise Virtualization Rapid Integration Solution (EVRIS) includes the following key changes: Extended Due Date: The due date for Solution Briefs has been extended to 13 AUG 2026 / 06:00 EST. Eligibility Clarification: This Call for Solutions is now restricted to Original Equipment Manufacturers (OEMs) acting as prime contractors. Submission & ROM Requirements: Sections 5.2 and 6.1.2 have been updated with detailed instructions. Notably, the Government-provided ROM template has been updated to include multiple tabs, one for each Tier. Respondents are required to use this new template and specify the SKUs and products for each Tier environment they are bidding on. Technical White Paper: The requirements for the technical white paper in Section 6.1.2 have been expanded to include details on commercial offerings, license models, and hardware compatibility. All changes from the original document have been highlighted in the attached amended CFS for your convenience. In addition to the updated CFS document, the following attachments have been added to provide clarification and support: A Questions and Answers document, which contains all questions received from all parties to ensure fair and equal opportunity. APPENDIX A: AFFIRMATION OF BUSINESS STATUS CERTIFICATION (ABSC), which is required for submission. The updated Government-provided ROM template. This template now features multiple tabs for each Tier, and respondents must include information on specific SKUs/products for each relevant Tier environment. The goal is to diversify the Army's enterprise virtualization portfolio, increase market competition, and reduce total cost of ownership (TCO) across its global computing estate. Award Mechanisms: This CFS may result in the award of Federal Acquisition Regulation (FAR) contracts or non-FAR agreements (such as Other Transactions) In Accordance With (IAW) DFARS 212.70 – Defense Commercial Solutions Opening (CSO). Other Transaction (OT) agreements awarded under this CFS are not subject to the FAR or its supplements. Scope & Scaling: The Government intends to award multiple Enterprise Contracts open to all of the Army, with plans to scale to the Department of War at a later date. On-Ramping: The Government reserves the right to re-open this CFS and leave it open on an ongoing basis to on-ramp additional offerors as desired. THE CHALLENGE & ENVIRONMENT The Army operates a massive, globally distributed network spanning more than 750,000 endpoints across enterprise, regional, edge, and tactical environments. This unique infrastructure spans disconnected and connected domains, multiple security classifications, and logically or physically separated environments (including air-gapped and cross-domain boundaries). To break vendor lock-in, the Army requires a new, multi-vendor approach. Solutions must enable modular, consumption-based scaling and support the seamless migration of existing workloads without operational disruption.
