DESCRIPTION OF REQUIREMENTThis is a competitive combined synopsis and solicitation for commercial Full Food Service to support the Basic Leader Course (BLC) at the 124th Regional Training Institute located in Lafayette Building 10, Camp Johnson, Colchester, Vermont.The Government intends to award a single, Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contract will contain a two-year ordering period running from 1 October 2026 through 30 September 2028.2. FISCAL YEAR TIMING AND TASK ORDER PROCEDURESPer the bona fide need rule, this is a Fiscal Year 2027 requirement. As such, the IDIQ contract will be awarded after 1 October 2026 (the start of Fiscal Year 2027), with the first minimum task order released to meet the minimum guarantee immediately thereafter.Because funds are not presently available for this contract, this solicitation incorporates FAR 52.232-18 (Availability of Funds). No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer, and the contractor receives written confirmation of such availability.Quotes must be valid for 60 days.Subsequent task orders for each scheduled BLC training class will be released no later than 14 days prior to class start. Funding and meal quantities for each task order may be adjusted by the Contracting Officer based on actual student load.3. CONTRACT LIMITS AND TASK ORDER QUANTITIESA. CONTRACT LINE-ITEM NUMBER STRUCTURE AND DESCRIPTIONThe contractor shall provide services under the following performance-based structure:? CLIN 0001: Performance-Based Full Food Service - Ordering Period 1 Oct 26 ? 30 Sep 28 (FY 2027 and 2028 Classes) The contractor shall provide all management, supervision, certified personnel, food products, expendable supplies, food preparation, serving line operations, progressive and end-of-day facility sanitation, commercial dishwashing utilizing reusable dinnerware, and administrative compliance necessary to execute Full Food Service operations at the 124th Regional Training Institute Dining Facility (Lafayette Building 10), in strict accordance with the Performance Work Statement (PWS), TB MED 530 (Tri-Service Food Code), and FDA Food Code guidelines. Pricing shall be fully burdened on a Firm-Fixed-Price per-meal basis. (Ordered via individual Task Orders in accordance with the PWS and 14-Day Cycle Menu).5. ESTIMATED CLASS SCHEDULE (ORDERING PERIODS)Individual Task Orders will be issued to cover the twelve scheduled BLC training classes during the two-year IDIQ ordering period. The estimated schedule of classes is as follows:Ordering Period Year 1 (Fiscal Year 2027 classes):? Class 27-01: 21 October 2026 to 18 November 2026? Class 27-02: 06 January 2027 to 03 February 2027? Class 27-03: 10 February 2027 to 10 March 2027? Class 27-04: 24 March 2027 to 21 April 2027? Class 27-05: 28 April 2027 to 26 May 2027? Class 27-06: 02 June 2027 to 30 June 2027? Class 28-04: 22 March 2028 to 19 April 2028The contractor shall provide all management, personnel, supervision, food products, expendable supplies, and logistics necessary to deliver breakfast, lunch, and dinner services and bagged meals for off-site training at Lafayette Building 10.6. PERFORMANCE-BASED SERVICE ACQUISITION OUTCOMESIn accordance with FAR Subpart 37.6, this is a Performance-Based Service Acquisition. The contractor will be evaluated strictly on performance outcomes, including:? Food Safety and Temperature Control: Strict adherence to TB MED 530 (Tri-Service Food Code) thermodynamic holding standards (Hot above 140 degrees F, Cold below 40 degrees F) and the 4-Hour Rule.? Nutritional Adherence: Zero deep-fat frying. Ground beef must contain no more than 15 percent fat; ground turkey no more than 15 percent fat. All sliced breads must be whole grain or whole wheat with a minimum of 2.5g fiber per serving.? Menu and Salad Bar Compliance: Exact execution of the VTARNG 14-Day Cycle Menu (including main, salad bar, beverage, and dessert components).? Facility Sanitation: Daily progressive cleaning of food preparation and dining areas, commercial dishwashing compliance with the FDA Food Code, and end-of-day deep cleaning.? Staffing and Certifications: The food service supervisors must possess a current ServSafe Manager certification, and non-supervisory staff must receive a minimum of one hour of ServSafe-instructed food safety training prior to starting work.7.
