Acquisition Description: This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with ArgonSoft. The National Institute of Health (NIH) requires software maintenance and support for the NIH Laboratory Information Management system (LIMS) called ASIS.TO which is designed by Argonsoft. The LIMS was previously installed by ArgonSoft in the NIH CC/ET department under agreement # 75N90023P00826. The required software and support includes: 1 year gold system support, installation of mandatory updates and minor upgrade package, and IQ/OQ of running installation and operation qualification tests. Justification: Argonsoft is the creator and license holder for their software, and they directly provide support and renewal to their software. Thus, they are the sole source vendor that can provide the software maintenance of this customized proprietary software. Place of Performance or Delivery: The estimated Period of Performance is: January 1, 2026 – December 31, 2026 Place of Performance: NIH Clinical Center in Bethesda, MD The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.
