Project Title: Fort Custer National Cemetery – Cemetery Expansion & Site Improvements Project Number: 909CM3030 Procurement Method: Invitation for Bid (IFB) – Sealed Bidding Agency: Department of Veterans Affairs (VA) National Cemetery (NCA) Place of Performance: Fort Custer National Cemetery, 15501 Dickman Rd, Augusta, Michigan49012 1. Project Overview (Summary of Bid Items) The contemplated contract will include the following work as shown in the construction documents (Drawings & Specifications Volumes 1–3): CLIN 0001 – Base Bid, General Construction (Cemetery Expansion): Construct a 3,360-niche columbarium. Develop gravesite sections for 3,712 pre-placed crypt burials. Develop gravesite sections for 6,821 in-ground cremains interments. CLIN 0002 – Option Bid Item 1 (Maintenance Yard Pavement): Replace asphalt pavement with concrete in the maintenance yard per Bid Alternate in Volume CLIN 0003 – Option Bid Item 2 (Site Improvements): Renovations at the Administration Building and PIC/Restroom building. Construct one new Storage Building in the maintenance area. Provide swing space as depicted in the plans for Alternate “B”. CLIN 0004 – Option Bid Item 3 (Irrigation Expansion): Irrigation improvements at the existing cemetery. Provide a permanent power source to Committal Shelter A. 2. Period of Performance Anticipated completion is 540 calendar days (18 months) from issuance of the Notice to Proceed. 3. Contractor Responsibilities (Highlights) Perform all work during normal business hours (Monday–Friday, 8:00 a.m. to 4:30 p.m., excluding Federal Holidays). Establish construction limits, safety controls, and fencing; coordinate parking, laydown, and temporary facilities with the Cemetery Director. Conduct site survey and utility locating; provide erosion/sediment control and maintain site drainage. Execute site clearing, grading, landscaping (turf and seed), and final restoration; protect existing improvements and vegetation. Provide daily progress summaries and at least 10 electronic photos documenting progress to the COR. Submit required shop drawings, submittals, test reports, and as-built documents; furnish O&M manuals (as applicable). Warranty materials and workmanship for at least one year from final acceptance. Obtain all necessary permits (including environmental) and dispose of waste off-site in accordance with law. 4. Anticipated Key Dates - Details and registration instructions are provided in the IFB. 5. Bid Bonds / Payment & Performance Bonds Requirements are specified in the IFB (anticipated standard construction bond requirements). 6. Access to Solicitation The official IFB, drawings, specifications, and any amendments will be posted exclusively on SAM.gov. Interested vendors must monitor SAM.gov for updates. Telephone requests will not be honored. 7. Eligibility & Registration Prospective bidders must be registered and active in SAM (www.SAM.gov). If a socioeconomic set-aside (e.g., SDVOSB) is used, firms must hold required VA CVE verification at time of bid and award. 8.
