AFLCMC/LPSID, Tinker AFB, is considering issuing a solicitation in January 2027 for the propulsion test cell requirements in support of F100, F110, J85, & T56 engines. Sources being sought are restricted to NAICS code 336412/336413 PCS/FSC code J028/2840. Sources being sought are not restricted to small business. The US Air Force is potentially seeking to award a 10-year contract structured as one, five-year Basic with one three-year option, and one, two-year option to a source capable of producing. Vendor must be USAF approved vendor for engine test cells. Proof they can produce engine test cells to include support equipment installation, maintenance services, modification and design, consultation, and site survey as outlined in the attached Draft Performance Work Statement. *Sources must be Top Secret qualified or be capable of getting Top Secret qualified If your company is interested and you believe you are qualified, please provide the following: a) Company name. b) Cage code. c) DUNS number. d) Active SAM registration Engine test stand support equipment: F100 (2 per year), F110 (2 Per year), J85 (1 per year), and T56 (1 per year) Engine test stand support equipment including: Control cab ADAQ Thrust stand Fuel system Oil preservation Mechanical kit Calibration kit Remaining test stand equipment Engine Adaptor Kit 12 Month storage and Preservation services per test cell Installation of New Test Cell Support Equipment Support travel Maintenance Service Agreement (MSA) including: Data acquisition system inspection and support Remote phone & web portal support Engine test cell repair and modification Demonstration and Familiarization Services Environmental Protection Kit Test Cell Enclosure Kit O&A parameters: If the same O&A occurrence happens 4 times within a 1-year range of each other, then it will become a negotiated CLIN Data Questions and responses concerning this sources sought must be received no later than 12:00 p.m. CST on 24 August 2026 at Tinker AFB, by email to Ms. Sarah Thigpen at the following e-mail addresses – sarah.thigpen@us.af.mil.
