Helitorch (Sole Source Notice,) Superior National Forest

Department of Agriculture · Forest Service · USDA-FS, CSA EAST 7
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

Sources Sought response

A complete draft response — capability statement, relevant past performance, business size and socioeconomic status, and answers to the agency's specific questions.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Market intelligence

Account requiredWho wins this work, and what it pays

Comparable awards under NAICS 336413 at this agency — the incumbent, what they were paid, when their period of performance ends, and the real pricing distribution rather than the headline number. From public federal award records.

Statement of work, as posted

The US Forest Service intends to negotiate with only one source, Simplex Manufacturing Co. (DBA Dart Aerospace,) 13340 NE Whitaker Way, Portland, OR 97230 for two (2) Simplex 5400 Helitorches with standard specifications. This action is authorized by FAR 12.102(a). The Government believes that the only source capable of satisfying the agency's requirement is Simplex. No Request for Quotation (RFQ) will be issued and no response will be made to letters or telephone requests for a copy of the solicitation. This is not a request for competitive quotes but serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a)(b)(1)(i). The requirement is full and open, NAICS code 336413 Other Aircraft Part and Auxillary Equipment Manufacturing. Responsible firms believing they can provide the required supply are encouraged to identify themselves and give written notification to the Contracting Officer referencing action item 12444626Q0070. Convincing evidence that they are approved to provide and capable of providing the requested supplies is required. All responses will be fully considered. If no responses are received by August 27, 2026 to the effect that a comparable source exists, an order will be placed with Simplex for the requirement stated herein. Questions concerning this acquisition may be directed to Shad Stoddard at shad.stoddard@usda.gov.
