This is a combined Synopsis/Solicitation for commercial services prepared in accordance with FAR 12.6 and FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. AFGSC is soliciting this notice as a Firm-Fixed Price (FFP) to Repair Natural Gas Phase 1 and Phase 2 located at Vance AFB, Enid, Oklahoma 73705. Contractor will be responsible for furnishing all personnel, labor, equipment, supplies, tools, material, and other items and services necessary for performing all operations required to repair all requirements listed in the attached Repair Natural Gas Specification. Bid Requirements: The Attached Bid Form PA, Bid Form PB and Bid Form Combine must be completed. Also include: • Technical Specifications: to include documentation outlining the technical details of the product or services being offered. This should include product specifications and compliance information. • Labor and Material Breakdown: Provide a detailed breakdown of all labor and material costs associated with the scope of work. Cost should be clearly itemized and aligned with the Bid Form pricing. • Qualifications and Experience: Include a statement of qualifications demonstrating their capability to perform the work. This may include relevant experience, certifications, references, and any other information supporting vendor competence. The completed quote can be emailed to Betty Kliewer; betty.kliewer.ctr@us.af.mil August 25, 2026 at 11:00 AM CST. No late offers will be considered or accepted after the deadline. Bases for award will be Low Price/Technically Acceptable (LPTA). Quote Validity: Quotes must remain valid for 180 days after the solicitation close date of August 25, 2026. This extended timeframe will provide the Government with the strongest opportunity to secure the necessary funding and ensure continuity in the procurement process. The statement of magnitude for this acquisition is $1,000,000.00 to $5,000,000.00 FAR 36.204(f). The contractor shall abide by all local, state and federal EPA guidelines and regulations during the performance of the awarded contract. In accordance with Department of Defense (DoD) policy, all contractors must be registered in System for Award Management (SAM) to be eligible to receive an award. Businesses who submit proposals without valid/non-expired SAM registration will be considered unacceptable and proposals will not be considered for award. Questions will be due COB 08/11/2026, the answers will be posted via amendment 2 to 5 business days after closing of questions. Vendor attendance is strongly encouraged. A list of attendees is recommended at least 48 hours prior to visit and emailed to: Shannon Perry; shannon.perry.1.ctr@us.af.mil. All attendees must report to the Visitor Center, Building F72 to be sponsored on base (which is the first building on the right after entering through the first gate) 45 to 60 minutes prior to site visit time at 10:00 AM. Your sponsor is Betty Kliewer; cell number 580-749-1790, please use this number for site visits/sponsorship coordination only. All other corespondence should be directed using the contact information provided below. After you are sponsored, you will arrive at 400 Young Rd, Building 200 and a base-provided bus will be provided to transport all visitors to the project site(s), riding the bus is encouraged. Required Documents: You MUST have one of the following forms of ID: • REAL ID: (This is a requirement to drive on base) • U.S. Passport (if this is the only ID you have, you will not be allowed to drive on base) • Non-U.S. citizens MUST bring: Passport, visa, work permit, or I-94 documentation. • MUST have vehicle registration and current vehicle insurance. (This is a requirement to drive on base). Failure to provide proper identification will result in denial of base access. All attendees must comply with all Vance AFB rules and regulations while on base.
