Statement of work, as posted

This is a combined synopsis/solicitation for services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; proposals are being requested and a written solicitation WILL NOT be issued. Solicitation Number: 70Z02926QNEWO0182 This combined synopsis/solicitation incorporates all applicable provisions and clauses. This acquisition is a Total Small Business Set-Aside. The NAICS code is 561621, and the PSC is H363. The contract type will be a firm-fixed-price service contract. The government proposes to solicit in accordance with the attached Statement of Work. Federal Acquisition Regulation (FAR) clauses and Department of Labor Wage Rates for Services are included and applicable. Vendors doing business with the Coast Guard must be registered, or willing to register, with the System for Award Management at www.SAM.gov. This solicitation will result in a Firm-Fixed-Price Service Contract awarded to the offeror with the Lowest Price/Technically Acceptable proposal. Offerors must be actively registered in the System for Award Management. Evaluating Factors: Price Past performance Technical Capability The Government will evaluate the past performance of each offeror to determine the degree of confidence that the offeror will successfully perform the contract requirements. Evaluation will consider the relevance, quality, and timeliness of prior work as demonstrated through submitted references and independent government sources. Offerors with no relevant past performance will receive a neutral rating. Past performance will be rated and factored into the overall evaluation as specified in the solicitation. Offerors, if they wish, can also provide information on problems encountered on the identified contracts and the offeror’s corrective actions. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the offeror’s past performance. The source selection authority shall determine the relevance of similar past performance information. United States Coast Guard Base New Orleans, LA is accepting proposals from qualified individuals or firms to inspect, maintain, and repair the intrusion detection system (IDS) for the Sensitive Compartmented Information Facility (SCIF). This will be a Base plus 4 option year Contract. Base Year: 01 SEP 2026 -31 AUG 2027 Option Year 1: 01 SEP 2027 -31 AUG 2028 Option Year 2: 01 SEP 2028 -31 AUG 2029 Option Year 3: 01 SEP 2029 -31 AUG 2030 Option Year 4: 01 SEP 2030 -31 AUG 2031 Provide a price for the base year and all option years. It is mandatory to examine the Statement of Work and recommended to visit the facility as per FAR 52.237-1 to take field measurements, evaluations, etc., and become familiar with existing conditions under which the work will be performed. After contract award, a pre-performance conference will be held prior to starting work at Coast Guard Heartland District. Please see the attached Statement of Work for detailed specifications.
