1. Description of Requirement: The USPFO for Massachusetts – Purchasing and Contracting Division, on behalf of the Massachusetts Air National Guard (MA ANG) Recruiting and Retention program, intends to award a firm-fixed-price, sole-source contract to SPRINGFIELD HOCKEY LLC (DBA SPRINGFIELD THUNDERBIRDS) for a comprehensive localized advertising and marketing campaign. The requirement is for a 12-month Base Year with four (4) individual 12-month option years. The estimated total value of this contract action (Base plus 4 Option Years) is $150,000.00. 2. Scope of Services: The advertising campaign is specifically designed to target the localized recruiting demographics at the MassMutual Center during Springfield Thunderbirds home games. Services required include, but are not limited to: • Concourse tabling and recruiting booths during home games. • GlassMax dasherboard signage around the arena. • "Three Stars of the Game" on-ice promotions and brand announcements. • Box office lobby poster advertising. 3. Sole Source Justification & Authority Cited: The statutory authority permitting a sole source acquisition is FAR 12.102 (Restricting competition under Commercial Procedures). Springfield Hockey, LLC (dba Springfield Thunderbirds) is the sole owner and operator of the team's promotional inventory, licensing, and arena advertising rights during their sporting events at the MassMutual Center. No other vendor, advertising agency, or third party can legally provide in-game promotions, dasherboard advertising, or authorized concourse access for this minor league hockey team during their games. 4. Instructions to Interested Parties: This is NOT a request for competitive proposals or quotes, and no solicitation package is available. However, in accordance with FAR 5.101, the Government will consider capability statements, proposals, or quotes submitted by interested parties. All responsible sources who believe they can provide the specified advertising and marketing services within the designated minor league hockey games may submit a capability statement. Capability statements must be submitted in writing via emails listed in Contact Information section of this notice no later than 5:00 PM EST on 22 August 2026. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
